The short answer
Part I has four safes: The Outskirts 03-43-78, Bill’s Town 05-17-21, Pittsburgh hotel 22-10-56, and The Suburbs 08-21-36. Each combination is fixed; the nearby artifact explains it, but you can enter the code without collecting the clue first.

Landmarks
The Outskirts safe and clue sit in opposite shops in the underground area. Bill’s safe is beside a pickup while its note hangs farther down the barricaded street. The Pittsburgh safe is in the flooded hotel lobby; its clue requires reaching the upper ledge. The final safe is in a Suburbs house before the sniper section.
Why open them?
Safes contain parts, supplements, ammunition and, in the hotel, a training manual. Codes are fixed and can be entered without first collecting the note.
